Yes it is rude for those who know what the letters stand for, however the absolute joy of acronyms is that they are not blatant in what they are saying. This is one of those designs that can quite happily sit on a service managers desk for 12 months and will not cause offence to anyone. It may cause offence to those who know what they acronym stands for however they are more likely to smile and agrees than to call senior management down. With a nice picture demonstrating how to park properly or not like a **** what more could this design offer. A great gift and niche joke.
